EV Charging Consulting for Commercial Property Managers
We walk commercial property owners and managers through everything: site assessment, utility pre-application, equipment selection, cost projections, grant and incentive identification (including NEVI, IRA tax credits, SCE programs), and phased deployment planning.
A Clear Plan Before You Commit to Installation
Most property managers know they need to add EV charging — but they don't know how much it costs, whether their electrical system can handle it, which incentives they qualify for, or how to navigate permits with the city and SCE. That's what consulting solves.
Our consulting engagement produces a written deliverable package: a site assessment report, a load study, an equipment recommendation, a full incentive roadmap, and a phased deployment plan. You leave with everything you need to make a confident decision and present it to stakeholders — before any installation contract is signed.

Built for Commercial Property Decision-Makers
Multifamily & Commercial PMs
You manage one or more commercial properties and need to add EV charging — but you don't know where to start. Our consulting engagement gives you a clear path, a defined budget, and all the paperwork handled.
Commercial Developers
You're in pre-construction and need to meet CALGreen EV-ready requirements — or you want to build charging into the project from the start. We integrate into your project timeline and work directly with your GC.
HOA Boards & Associations
Your community needs a board vote before any project can move forward. We provide a complete board package: scope, cost after incentives, billing model, and compliance documentation — formatted for a vote.
What You Get: Consulting Deliverables
Site Assessment Report
A written summary of your electrical panel capacity, conduit pathway options, and parking layout with recommended charger placements. This document satisfies SCE Charge Ready pre-application requirements.
Utility Pre-Application Package
We prepare and submit your SCE Charge Ready pre-application, confirm territory eligibility, and handle all back-and-forth with SCE's program team. You don't manage utility coordination yourself.
Incentive Identification
A complete incentive roadmap specific to your property: SCE Charge Ready eligibility, CALeVIP rebate tier and round timing, the federal 30C tax credit calculation, and any local city or county programs that apply.
Deployment Roadmap
A phased rollout plan showing how to expand charging capacity over time — starting with the highest-demand spaces today and adding ports as EV adoption grows. Includes estimated timeline and budget by phase.
Vendor & Network Comparison
A side-by-side comparison of 3–5 charger options matched to your property type, budget, and network preference — covering hardware cost, network fees, billing capabilities, and load management features.
The California Incentive Stack
Inland Empire commercial properties can stack three major incentive programs — in many cases reducing the effective cost of installation to near zero.
SCE Charge Ready
Make-ready infrastructure: trenching, conduit, panel upgrades, and electrical wiring to charger location.
For qualifying properties in SCE territory. Zero out-of-pocket for infrastructure.
CALeVIP Rebate
Per-charger rebate on Level 2 and DC fast charging equipment installed at commercial properties.
Stackable with SCE Charge Ready and federal tax credits.
30C Tax Credit
30% of total equipment and installation costs for commercial EV charging property.
For qualifying commercial properties and businesses. Consult your tax advisor.
Incentive eligibility depends on property type, location, and project scope. Contact us for a free assessment — we identify all programs you qualify for as part of every project.

Get a Free Site AssessmentCommon Questions About Consulting
A consulting engagement with Gorgen covers: (1) an on-site or remote site assessment of your parking layout and existing electrical infrastructure; (2) a formal load study documenting your panel capacity and headroom; (3) an equipment comparison matrix covering 3–5 charger options matched to your property type and budget; (4) an incentive roadmap identifying every program you qualify for — SCE Charge Ready, CALeVIP, the federal 30C credit, and any city or county programs; (5) a permit timeline estimate based on local jurisdiction history; and (6) a phased deployment plan if you're not ready to install everything at once. All deliverables are in writing.
Our consulting engagement fee covers the site assessment, load study, and all written deliverables. Contact us for current pricing — scope and fee depend on property size, number of locations, and the depth of analysis required. For properties that move forward with installation, consulting fees are credited toward the installation contract.
Not necessarily. If you already know what you want — for example, 10 Level 2 chargers in an existing surface lot with adequate panel capacity — we can quote the installation directly from a site visit. The consulting engagement is best suited for property managers who are earlier in the decision process: you're not sure what type of charger to install, you need to understand your electrical capacity before committing, or you want a full incentive analysis before budgeting. If you're unsure which path is right, start with a free site assessment call.
Yes. Incentive application management is part of our consulting and installation services. For SCE Charge Ready, we handle the pre-application, eligibility confirmation, and coordination with SCE's program team throughout the project. For CALeVIP, we prepare and submit the rebate application on your behalf and track funding availability across application rounds. We do not charge separately for incentive management — it's included in the scope.
This is common — and it's exactly what the consulting engagement is designed to uncover before you commit to installation. If your existing panel capacity is insufficient, the report will document the shortfall and give you options: a panel upgrade, a load management strategy that works within current capacity, a phased deployment that stays within limits, or a utility service upgrade with SCE. There's almost always a viable path forward.
Yes. We work regularly with HOA boards, property management companies, and commercial real estate asset managers. For HOA-governed communities, we provide a board presentation package that covers project scope, total cost after incentives, tenant billing model, and compliance requirements — formatted for a board vote. For property management companies overseeing multiple locations, we can perform portfolio-level assessments and prioritize sites by ROI, incentive eligibility, and electrical readiness.
