EV Charging for Multifamily & Apartment Communities
34% of renters won't sign a lease without EV charging. Gorgen installs commercial-grade Level 2 systems for apartment communities across the Inland Empire — and SCE Charge Ready covers 100% of make-ready costs.

Why EV Charging Matters for Multifamily & Apartment Communities
The gap between tenant demand and available EV charging in multifamily housing is one of the most significant unmet infrastructure needs in Southern California. With EV adoption accelerating and only 5–14% of multifamily units currently equipped with charging, apartment communities that move now gain a durable competitive advantage — and those that wait are already losing prospective tenants to buildings that have.
For Inland Empire apartment owners and property managers, the economics are unusually favorable. Southern California Edison's Charge Ready program covers 100% of make-ready infrastructure costs — trenching, conduit, panel upgrades — for qualifying properties in SCE territory. Combined with CALeVIP equipment rebates and the federal 30C tax credit, most multifamily properties can install Level 2 EV charging at near-zero out-of-pocket cost.
COMMON CHALLENGES
Tenant demand is outpacing supply
EV adoption is growing faster than charging availability in multifamily. Properties without charging are losing prospective tenants to competitors — and the gap is widening.
CALGreen requires EV-ready infrastructure
New construction multifamily in California must comply with CALGreen EV-ready requirements. Non-compliant projects risk permit delays and costly retrofits.
Tenant billing requires networked chargers
Shared parking with per-tenant billing is complex without the right equipment. Networked Level 2 chargers with billing capability are required — not any outlet will do.
HOA approval adds a layer of complexity
For HOA-governed communities, board approval is required before work begins. We've navigated this process many times and can provide documentation packages that simplify the vote.
The California Incentive Stack
Inland Empire commercial properties can stack three major incentive programs — in many cases reducing the effective cost of installation to near zero.
SCE Charge Ready
Make-ready infrastructure: trenching, conduit, panel upgrades, and electrical wiring to charger location.
For qualifying properties in SCE territory. Zero out-of-pocket for infrastructure.
CALeVIP Rebate
Per-charger rebate on Level 2 and DC fast charging equipment installed at commercial properties.
Stackable with SCE Charge Ready and federal tax credits.
30C Tax Credit
30% of total equipment and installation costs for commercial EV charging property.
For qualifying commercial properties and businesses. Consult your tax advisor.

Our Process for Multifamily Properties
01
Site Assessment
We inspect your parking layout, electrical panel, and utility service. If you're applying for SCE Charge Ready, the load study from this step satisfies the pre-application requirement.
02
Plan, Permit & Incentives
We file permits with your local jurisdiction, submit the SCE Charge Ready pre-application, and prepare your CALeVIP rebate documentation — all before installation begins.
03
Installation
We install networked Level 2 chargers with tenant billing capability, load management, and network platform setup. Residents are onboarded to the charging app on day one.

With networked Level 2 chargers, tenants are billed directly through a charging network app (ChargePoint, Enel X, Autel, etc.) by the kilowatt-hour consumed. The property owner is not involved in per-session billing — the network operator handles all payment processing. Some properties offer charging as an included amenity (flat monthly fee added to rent) while others use pay-per-use. We configure the billing model that fits your lease structure and tenant expectations.
Yes. SCE Charge Ready is explicitly designed for multifamily properties in SCE territory, in addition to commercial properties. It covers 100% of make-ready infrastructure costs — trenching, conduit runs, electrical panel upgrades, and wiring to each charger location. The charger units themselves are not covered by Charge Ready, but CALeVIP (up to $3,500 per Level 2 charger) fills that gap. We confirm program eligibility during your free site assessment.
A practical starting point is 10–20% of parking spaces in Phase 1 — 10 to 20 ports for a 100-space lot. We recommend installing conduit infrastructure to serve 50–80% of spaces at the time of initial installation, even if chargers are only added to a portion today. This dramatically reduces future upgrade costs. We perform a formal demand analysis as part of your site assessment to give you a property-specific recommendation.
Yes. California's CALGreen building code requires new multifamily construction to include EV-ready electrical infrastructure — conduit stub-outs and panel capacity — for a minimum percentage of parking spaces. The threshold depends on the number of units and applicable code tier. We install CALGreen-compliant EV-ready infrastructure as a standalone service for developers and general contractors during the construction phase.
Independent research shows EV charging adds $28 to $66 per month in effective rent per unit for multifamily properties — a premium renters are willing to pay for guaranteed charging access. For a 100-unit property, that's $28,000 to $66,000 per year in incremental revenue. Combined with near-zero installation costs through SCE Charge Ready, the ROI case for multifamily EV charging is among the strongest capital improvements available in today's market.
